Job Description:
1. Drive the development of the DCSS through deep participation in the agile product lifecycle from the early planning stages through the release to our end users.
2. Take a holistic approach to the project, focusing not just on tactical details, but on the implications for the enterprise as a whole.
3. Identify day-to-day problems, solve them and quickly jump back to "big picture" issues again.
4. Review technical designs and drive resolution of design issues.
5. Develop and review processes on an ongoing basis to gain maximum efficiency in terms of both time and quality.
6. Work closely with the wider team to understand, analyze, and influence platform technologies and tools.
7. Make day to day critical decisions which impact the scope and schedule of a release.
8. Prepare short-range and long-range plans including: 1) Analysis and design, 2) Development, 3) Quality Assurance and 4) Testing.
9. Analyze, organize, and integrate large amounts of complex, disparate information into clear, concise specifications, presentations, and plans.
10. Solve problems for all aspects of the project (i.e., cultural and change management issues, design issues, time/resource issues, etc.)
11. Apply project development methodologies and provide project management services. Ability to make and “own” project management decisions even when the decisions may be unpopular.
12. Coach and lead a group of experts and managers who are often as knowledgeable as him/her.
13. Manage overall project activities for both the business and/or technical perspective for a large department or corporate level software development or integration projects through one full release cycle.
14. Work independently as well as in a team environment functioning in virtual teams across multi-site locations.
15. Use structured software development methodologies and standards and apply a strong understanding of software engineering standards/practices and the fine points of the multiple technologies which include accessibility/usability for person with disabilities.
16. Other duties as assigned.
Minimum Requirements:
* 10 years - Successful management of application development projects with a budget of at least $2 million and duration of at least 24 months (reference required).
* 8 years - Experience in project methodologies, change control techniques, risk assessment and status reporting.
* 8 years - Experience working, communicating and interacting with customers, end users, business partners, subject matter experts, high-level business managers, vendors, and technical staff such as developers and others in Information Resources (IR).
* 8 years - Experience in developing project documentation such as project charters, development plans, risk management plans and communication plans.
* 8 years - Managing full software development lifecycle project(s).
* Strong communication (written / verbal), interpersonal and problem solving skills.
* Ability to assimilate input from many different sources and present concise recommendations.
* Competent in time management and problem solving.
* Skills in conducting / facilitating meetings.
* Ability to communicate technical concepts to professional and non-technical clients.
* Experience working in a team-oriented environment.
* Experience with: 1) case management processes, 2) programming languages such as C# and .Net languages and 3) web UI design and utilizing Web services.
Certification Required
* Current Project Management Professional (PMP) certification from the Project Management Institute (PMI).
* Bachelor’s degree in relevant field.
Preferences:
* 5 years - Federal, state or city government environments.
* 5 years - Requirements gathering, documentation, and analysis.
* 3 years - Workflow systems technology.
* Enterprise wide Web based Java technologies.
